Carlos Moedas, president of the Lisbon City Council, asked the Government on Tuesday to "immediately" cancel the Volta packaging deposit system. The mayor considers this measure necessary to resolve problems that have been occurring in Portuguese cities.
The Volta system allows consumers to receive a 10-cent refund for each bottle or can deposited in specific machines. Carlos Moedas claims that this mechanism is turning into "a tax on those who pay," suggesting that consumers are bearing costs that should not be theirs.
Beyond the financial issues, the president of the Lisbon City Council also warned about an urban hygiene problem arising from the implementation of this system. Moedas believes that Volta has caused cleaning problems in cities that need to be resolved.
Carlos Moedas's request emerges as a direct appeal to the Executive to take immediate measures, canceling a system that, according to him, is not functioning as intended and is generating negative consequences for citizens and the urban environment of cities.
