Mário Júlio Cardoso, senior technician at the Institute of Employment and Vocational Training (IEFP) in Seia, took office as the new deputy director of this Institute. This represents a new operational stage resulting from the restructuring of the public body and the entry into force of Decree-Law No. 42/2026, of February 16, and Order No. 230/2026, of May 26, which approved the new Statutes of the Institute and redefined its structure, mission, and operating model.
Mário Júlio Cardoso assumes leadership of the Seia unit at a strategic moment for the relaunch of employment and training dynamics in the country's interior. He holds a postgraduate degree and has extensive experience in the public sector and regional development, with a career linked to public management, vocational training, and promoting employability projects.
His priorities leading IEFP in Seia include bringing the institute closer to companies in the municipality and neighboring municipalities, qualifying the local workforce, and combating unemployment by aligning training offerings with the needs of the regional economic fabric.
With the organic reorganization, under Article 10 of Decree-Law No. 42/2026, intermediate management positions of the 1st level previously held under service commission or substitution arrangements automatically ceased, with the remaining of previous officials ensuring service continuity. Appointments under substitution arrangements now ensure technical leadership and strengthened operational capacity of local units.
